The Arizona Detention Association
Article I
The name by which this organization shall henceforth be known will be the Arizona
Detention Association. Hereafter referred to within this document as "A.D.A."
Article II
Name
Purpose
Section I Direction
The purpose of the ADA is to provide the Sheriff's of Arizona with an organization that
will provide assistance toward the accomplishment of the following:

*Maximize the utilization of individual agency resources.
*Minimize the individual agency liability in the specific field of incarcerations
Section II Statement of Mission
It is the mission of the ADA to assist the Sheriff's of Arizona by providing a platform to:

*Join together all counties concerned with or responsible for the custody and
care of persons awaiting trial, serving sentences or otherwise being locally
confined to improve the conditions and systems under which such persons are
detained.
Article III
Membership
Section I Directorate Membership
Directorate Membership shall be limited to one (1) representative from each County
Sheriff. Each individual member of the Directorate shall have been officially designated
by their Sheriff to represent their county in all matters concerning the ADA.

Directorate Members are entitled to full franchise in all ADA matters.

Directorate Members shall have the authority to delegate, with approval of the Sheriff,
their franchise via a written proxy whenever the circumstances arise wherein their
attendance is preempted.

Section II General Membership
General Membership may be granted to any representative of an agency, who is
assigned to, and works within the Supervisory or Administrative area, and charged
with the responsibility of detention related operations. A general member may serve on
a Committee and may otherwise participate in ADA activities, but will not be entitled
to vote or hold a General Office.
Section III Associate Membership
Associate Membership may be granted to any representative of an agency concerned
with detention or related field. Membership must be submitted in writing and shall
require two-thirds (2/3) approval vote for adoption.

Structure
Section I Elected Officers
The Elected Officers shall form the Administrative branch of the organization, shall be
empowered to conduct all required administrative functions for ADA, shall provide a
structured meeting environment conducive to efficient and effective accomplishment of
the Mission Statement.

Elected Officers shall constitute an Executive Committee consisting of:

Vice Chairperson
Secretary/Treasurer

Section I Nominations/Elections
Nominations and Elections for officers shall occur during the February meeting of every
even numbered year.
Section II Method of Election, Elected Officers
Each individual position among the Elected Officers shall be filled after one (1) nominee
receives the majority of the votes cast; vote casting is to be done by simple secret
ballot of all members of the Directorate present.
DUTIES OF OFFICERS

Section II Vice Chairperson
The Chairperson shall be the presiding Officer of all meetings of the ADA, shall be
authorized to sign all official ADA documents, empowered to appoint any and all
required committee chairperson deemed in the best interest of ADA.
The Vice Chairperson in the event of the absence of the Chairperson, shall act in the
place of the Chairperson, and shall be entitled to the same powers and authorities
vested with the Chairperson for the required period of time covering the Chairperson's
absence.
The Secretary/Treasurer shall see that all matters transacted during any ADA meeting
be recorded and that a printed record be maintained, shall ensure timely notification of
all members of future or upcoming meetings, shall keep an account of all monies
received and expended and provide a report of current financial condition at each
regular meeting.
Article VII
COMMITTEES
Chairperson upon election shall appoint a Training Committee consisting of one (1)
representative from a large county, two (2) representatives from a medium county and
two (2) representatives from a small county.

CHANGES OR MODIFICATION OF
CONSTITUTION/BY-LAWS
These Constitution/By-Laws may be altered, amended or repealed and a new
Constitution/By-Laws may be adopted. The change or amendment must be read in
open meeting and a role call vote of the Directorate Members and shall require
two-thirds (2/3) approval vote for adoption. Changes must be submitted in writing and
mailed to the Directorate Membership thirty (3) days prior to the next meeting.
